I know someone who works for Comcrap Comcast, and he has had nothing good to say about them. He was an Adelphia employee until they were absorbed. This guy works on the tech side of things, so he's fairly well versed on the inner workings. Let's just say that they run roughshod not only over their customers, but their employees as well. It would not surprise me if this was some sort of 'tactic' to get you to subscribe back to the higher package.
And don't forget they admitted to throttling folks who use a lot of bandwidth by cutting off their up and downloads.
Of course, most folks really don't have any choice as to which cable company they use.
